The Secretary of State to the Chargé in Guatemala ( O’Donoghue )

Your 25, March 23, 11 a.m. With a view to clarifying the wording of first paragraph article 13, taking into account the suggestions which have been exchanged, the Department proposes the following English text “There will not be imposed in the United States of America or in the Republic of Guatemala, upon articles the growth, produce or manufacture of the other country, greater than normal penalties because of errors in documentation, made in the country of export, which the importer or other party in interest can establish to the satisfaction of the customs authorities to have been clerical in origin or to have been made in good faith”.
