39. For Braden. The Bolivian Minister has today by instruction of his Government expressed concern by reason of the fact that there [Page 45] appears to have been some delay in the resumption of its duties by the Special Repatriation Commission. The Bolivian Government appears to apprehend the danger that the present Government of Paraguay may take steps to change the existing status unless active vigilance is exercised by the Commission.
Please cable the present situation with regard to the activities of the Special Repatriation Commission, the neutral military observer in the Chaco, and any other factors affecting the security measures mentioned in the January 21st Protocol.
