41. From Braden. It will not be possible to judge complete effect of Paraguayan revolution16 upon Chaco negotiations until situation clarifies, but the following comment seems pertinent:

While Paraguayan revolution will probably make it impossible for repatriation of prisoners to begin by March 9, as stipulated by the January 26 [21] protocol,17 it seems probable that the new regime in Paraguay will honor that instrument since (a) unanimous ratification thereof by Paraguayan Congress indicates general popular support and (b) it will undoubtedly be in urgent need of funds which Bolivia is to pay to Paraguay through Argentine Minister for Foreign Affairs for expenses of maintaining prisoners and which have already been remitted to Buenos Aires.
