Please inform the Foreign Minister that, since the most-favored-nation provisions of the trade agreement do not apply in any sense to duties or charges on vessels, the question of a possible exception to the most-favored-nations provisions of the trade agreement, with a view to permitting the Costa Rican Government to reduce the charges on vessels of companies which reduce their freight rates, does not arise in connection with the trade agreement.
