Sir: In a letter addressed to the Secretary of State on October 14, 1936,18 the Acting Secretary of Agriculture stated that Mr. E. W. James of the Bureau of Public Roads of that Department would proceed about October 16 to Panamá, Costa Rica, Nicaragua, Honduras and Guatemala, in connection with work on the Inter-American Highway.

Please show to Mr. James, should the occasion arise, such courtesies and render to him such assistance as is possible and proper.
