Memorandum by Mr. Roy Veatch of the Office of the Economic Adviser of a Conversation With the Attaché of the Japanese Embassy (Kuroda)

Mr. Kuroda called to report upon his Government’s expression of opinion with respect to the points raised in our previous conversation of December 21, 1935.5

The Japanese Government is of the opinion that there is no necessity of forcing all cotton rug manufacturers into the Exporters Association since the few manufacturers not now members of the Association are quite insignificant in size and importance.

The Government will instruct the Exporters Association to cooperate fully with the American Consulate General at Kobe and it has expressed the hope that the Consulate may find some way of assisting the Association in minimizing exports by non-members. Mr. Kuroda mentioned again (evidently reflecting his instructions) the possibility of the Consulate denying certificates to shippers outside the Exporters Association. Mr. Veatch replied, as in the former conversation, that it probably would be impossible for the Consulate to take any such action. Certainly it would be helpful, however, for representatives of the Consulate and the Exporters Association to discuss this problem.
