The Japanese Ambassador called upon Mr. Francis B. Sayre, Assistant Secretary of State, today to inform him that no cotton piece goods [Page 814] will be shipped from Japan to the Philippines until after the first of February. In conformity with the provisions of the voluntary agreement between the Japanese Government and the United States Government, shipments of cotton piece goods to the Philippines were suspended by Japanese exporters on November 16.

Conversations are now in progress with respect to adjustment of the amount of Japanese goods to be imported into the Philippines after the fifteenth of February (approximately two weeks are required to transport freight from Japanese ports to Manila). An exact adjustment of these imports for the remaining eighteen months covered by the agreement has not yet been reached but average monthly imports during this period will be considerably less than during the first few months of the agreement.
