61. Hirota is now endeavoring to form a Cabinet but has met certain difficulties, apparently with the army, and has not yet succeeded.

The appointments of Yuasa [as] Lord Keeper of the Seals, and of Matsudaira, formerly Ambassador to Great Britain, as Household Minister have been announced.
