Memorandum by the Under Secretary of State (Phillips)

Mr. Cameron Forbes94 showed me this morning a cablegram just received from Mr. C. H. French of Anderson and Meyer, Shanghai, which has recently been acquired by the International General Electric.

Speaking for prominent local Chinese closely in touch with the situation there, Mr. French advises that the liquidation of the claims of material American creditors would be greatly facilitated if the American Government expresses an interest at this time, especially in view of Mr. K. P. Chen[’s] present mission in Washington; Mr. French believes that now is the most opportune time to achieve results; the designation by the American Government of Mr. Forbes as an executive of the Import and Export Bank would be welcomed.
