54. Department’s 52, March 7, 2 p.m. to Peiping concerning committee for readjustment of foreign and domestic loans.
A member of the reorganized committee informed me yesterday that the committee would immediately set to work on plans to meet outstanding debts especially bond issues but would not attempt a comprehensive plan covering the entire indebtedness of China. He mentioned the Chicago Bank Loan, but did not specify what steps were being taken in that connection. He was not sure whether the committee would handle diplomatic claims and I took the opportunity to urge the desirability of a Claims Commission.
