The Ambassador in China (Johnson) to the Secretary of State

123. Embassy’s 115, March 6, 4 p.m.62 The Military Attaché of the Embassy has returned from a short trip to Taiyuanfu and Fenchow. It is his opinion that Fenchow will not be occupied by the Communists, although there are Communist troops inoccupation of villages in the vicinity of Fenchow. According to the report of the military commander at Fenchow, some 27, 000 Communist forces have crossed from Shensi into Shansi, but this is believed to be exaggerated. He does not believe that the Communist activity in Shansi has any direct [Page 508] relation to Sino-Japanese affairs. He reports that six Americans (4 women and 2 men) are now at Fenchow.
