The Counselor of Embassy in China (Lockhart) to the Secretary of State

111. Embassy’s 110, March 4, 5 p.m. American Board Mission, Peiping, has just received a telegram from its station at Fenchow, despatched at 3 p.m., today, stating Fenchow is safe. The mission has closed its school as there is fighting near the city and the situation [Page 507] gives cause for concern. Some Chinese are leaving city. Communications remain open. Following Americans remain in Fenchow: Dr. Judd, Carl B. Huber, the Misses Josie E. Horn, Mary L. McClure, Emma B. Noreen, Louise Meebold, and Harold B. Matthews, wife and two children.

Mrs. Marian Judd and two children, Mr. and Mrs. Myron Burton and two children, and Mrs. Bertha Brown are at Taiku. Miss Bernice Brown is due to arrive in Peiping tomorrow.
