The Counselor of Embassy in China ( Peck ) to the Secretary of State

235. 1. We are reliably informed that Chiang Kai-Shek will fly to Canton from Kuling in about a week, presumably as a gesture to demonstrate the extension of his authority over Kwangtung.

2. According to an official of the Executive Yuan, a regular meeting of the Yuan held Kuling yesterday ordered an exchange of posts between General Huang Mu Sung, Chairman of the Tibetan and Mongolian Affairs Commission, and Lin Yun Kai, Chairman of the Kwangtung Provincial Government, and made the following additional appointments: T. L. Soong, brother of T. V. Soong, to be Finance Commissioner of Kwangtung; Liu Wei Chih, political Vice Minister of Industries, to be Reconstruction Commissioner; and Tseng Yang Fu, political Vice Minister of Railways, to be Mayor of Canton. Huang Shao Hsuing is reported to have declined recent appointment as Kwangsi Pacification Commissioner.
