90. Department’s instruction 542, June 9 [29], 1934.21 My Turkish colleague has confirmed the report published here yesterday that the Japanese Government is willing to discuss with other signatories of the Lausanne convention the matter of rearming the Straits. It is however expected that Japan will make reservations in view of the fact that any change in the status of the Straits may free the Soviet Black Sea fleet.
