My 548, December 24, 11 a.m.3 In view of the fact that 12 countries have already given de facto recognition to the new regime in Ethiopia, including all the great powers particularly interested, can we not start the new year by some announcement to the effect that the American Legation at Addis Ababa will shortly be transformed into a consulate?
