The Secretary of State to the Minister Resident in Ethiopia (Engert)
324. Department’s 321, July 24, 8 p.m.37 Embassy at Brussels now reports that the Belgian Government will be glad to permit your Legation to occupy the building of the Belgian Legation for at least 3 months without the payment of any rental. Belgian Government, however, is unable to guarantee that you can occupy the Legation for a longer period. Furthermore it requests that you reserve two rooms for Belgian archives and that the shield of the Belgian Legation and the Belgian flag also be displayed somewhere on the property in order to avoid the assumption that Belgium is withdrawing its diplomatic mission from Ethiopia and thereby according recognition to Italian annexation.
