The Ambassador in France (Straus) to the Secretary of State

182. Referring to Department’s instruction No. 1198, February 13th, 1936, the Afghan Chargé today informed Marriner that his Government was in accord for the signature of the proposed treaty. As the [Page 6] Afghan full powers are made out in the name of the Afghan Minister to France, now on leave, new full powers are being sent either in the name of the Chargé d’Affaires here or the Afghan Minister in London.

Unless otherwise instructed by the Department, original text of treaty in English with French translation and number of article will be the same as enclosure12 to my despatch No. 2570, February 26, 1936.
