25. Your 40, July 8, noon. The Department is disposed to refrain from pressing the matter at this time provided the entire question can [Page 16] be held in abeyance until Judge Booth’s return. However, if the question is likely to be presented to the Council of Ministers for a decision in the near future the Department would desire to submit this Government’s views in order that they may be considered by the Council.
