The Consul at Bordeaux (Finley) to the Secretary of State
[Received July 25—8:50 a.m.]
British and French destroyers commenced the evacuation of foreigners from San Sebastián last night landing a considerable number [Page 643] unexpectedly at St. Jean de Luz about midnight. Before Vice Consul Cussans could reach St. Jean de Luz from Hendaye several boatloads had landed and dispersed to hotels. He is working with the French police on a list of the refugees which will be cabled as soon as received. Meanwhile, refugees report no American casualties, and evacuation will probably be completed today.
