Your 50, August 31, 11 a.m. You may informally say to Morgenstierne that while we thoroughly understand the desire of the Norwegian Government to negotiate a limited agreement at an early date and appreciate the frankness with which he has raised the question, we are doubtful whether we are in a position to announce such negotiations at this time. However, we are continuing to study the matter carefully and if it should prove practicable to give favorable consideration to such a proposal we will promptly inform you to that effect.
