72. Department’s 70, June 16, 6 p.m. Department was informed on June 17 by a representative of the German Embassy that he had been directed by the Ambassador to say that the German Agent for the Mixed Claims Commission had received from the German Government, through the Foreign Office, an instruction to request the postponement [Page 272] of the hearings in the sabotage cases. The Ambassador thought that this fact implied that the German Government is willing to enter into negotiations concerning the subject matter before the Commission, and he felt certain that the representatives of this Government would be welcomed by the Foreign Office and other offices of the German Government. He did not consider that explicit instructions from Berlin were required.

The Department is arranging to send representatives and will later advise you more specifically.
