I wish to express on behalf of the President and myself our sincere appreciation of the splendid work which you, and Admiral Standley and the entire staff of the delegation, have done in carrying out the aims of this Government in the conclusion of the naval treaty you are signing on Wednesday.72 We realize the great difficulties with which you have been faced and commend you all most highly for your patience and efficiency in overcoming them.
