50. The Italian Ambassador called at the Department this morning and stated that he had received a telegram from his Foreign Office indicating that the Italian Government was unable at this time to enter into a naval treaty.

The Ambassador mentioned that the Italian Government felt that before it could accept a naval agreement certain questions in addition to technical details had to be settled, namely, the sanctions now pending against Italy and the unsatisfactory reply of the British Government to the Italian representations regarding mutual assistance against Italy by Great Britain, France, Yugoslavia, Turkey and Greece.63
