The Secretary of State to the Consul at Capetown (De Courcy)

New York Times carries a story under a Capetown dateline to the effect that the South African Wine Growers Association is exhorting its members to buy British automobiles, machinery and household appliances because of its disappointment at being unable to sell South African wines in the United States. It is said that the Association has been trying to enter the American market since the end of prohibition, but has been defeated by the regulations and supplementary regulations which made it impossible to sell a single bottle. It is reported that last week the Association had to cancel a sample consignment at the last minute owing to the publication of more supplementary regulations and that the Association now announces it is closing its New York office.

Please investigate and report briefly by telegram whether instances of this nature have come to your attention.
