The Secretary of State to the Minister in Canada (Armour)

Sir: Reference is made to the Department’s instruction No. 638 of February 1 [21], 1935, directing the Legation to seek the consent of the Canadian authorities to provide, through an exchange of notes, for the construction of remedial works in the Niagara River, with a view to preserving the scenic beauties of Niagara Falls. Reference is also made to the Legation’s despatch No. 1258, of May 15, 1935,45 [Page 837] reporting, in the absence of the then Prime Minister, the reaction of Dr. O. D. Skelton, Under-Secretary of State for External Affairs, to the proposal.

For your information I am enclosing a copy of a letter dated January 7, 1936, addressed to the President by Representative W. G. Andrews, of Buffalo, New York,46 indicating the continued interest of several Congressmen in the preservation of Niagara Falls through the construction of remedial works. Mr. Andrews is being informed that the question is still under consideration by the two governments.

You are requested to draw the Prime Minister’s attention to the representations which were made to the late Government and which have never been formally answered. An early report on Mr. King’s views will be appreciated.
