41. Department’s instruction No. 267 of March 5, 1936, in regard to Halibut Fishery Convention.
[Page 830]Please inform the Department of any changes in draft which may be desired by the Canadian Government. Department would like to have consideration given to inserting the words “except when such violation is committed in the territorial waters of the other party” in line 16 of Article II after “provisions”. If agreement be reached and it be agreeable to the Canadian Government the Department will request the President to issue full power to you to sign the convention at Ottawa.
