326. At his request I had a further conversation with Chamberlain today, report of which goes forward by next pouch.37 After emphasizing rapid rate of political deterioration in Europe and the opening caused by Germany’s clearing arrangements, et cetera, he referred to this country’s pending trade agreement negotiations and frankly expressed the fear lest he should be branded with “inconsistency” should they make the contemplated public policy declaration while these trade agreements were in process of negotiation. I felt his attitude as well as Runciman’s reported in my 323, of June 25, 5 p.m., was based on Cabinet consultation and decision to play for time.
