277. The Foreign Secretary, when handing me a memorandum on British commercial policy, said that he hoped we would find the statement clear and reasonable and added that he was pleased that the Board of Trade had cooperated to an extent that was gratifying to him.
The memorandum is six pages in length and is difficult to summarize satisfactorily. Do you wish me to send it by the direct wire or bring it with me on the Queen Mary?
