The Acting Director of the Budget (Bell) to the Secretary of State

My Dear Mr. Secretary: I enclose a copy of a proposed report1 by the Secretary of War on H. R. 11001, a bill “To provide for the common defense by acquiring commodities essential to the manufacture of supplies for the armed forces in time of emergency, and for other purposes”, such commodities to be acquired (1) by purchase from foreign countries by crediting to their national debts to the United States arising out of the World War an amount equal to the agreed value of the commodities acquired, or (2) by exchange with foreign countries of agricultural commodities owned by the Federal Government, or (3) to the extent that (1) and (2) are insufficient, by direct purchase.

I would greatly appreciate an expression of your views with respect to this proposed legislation.
