My 397, October 1, noon.52 From a variety of well-informed but unofficial sources it is reported that the Italian Government is preparing to inaugurate discussions in Washington looking toward the settlement of its war debts. It is even said that the Minister of Finance has stated that Italy will propose some form of token payment.
When these reports have been brought to my attention I have refrained from making any comment whatsoever.
