Memorandum by the Under Secretary of State (Phillips)

At the President’s request, I submitted this draft reply to Rome49 to Secretary Morgenthau at the Treasury this afternoon. We discussed the whole matter from various angles and Mr. Morgenthau agreed entirely to the Department’s draft instructions. I thereupon called up the White House and asked Mr. McIntyre to convey this message to the President inasmuch as the latter had just left the offices. Mr. McIntyre promised to do so at once.
