66. Your No. 17, February 27, noon. Suvich45 expresses real interest in the subject. He is uninformed as to financial ability but will discuss with the Minister of Finance, the Foreign Exchange Control and Mussolini and will talk to me in a few days. He says they have no understanding with England or France and it is preferable that those Governments be not advised that the matter is even being considered.
