843. From Cochran. Reference my 833, September 5, noon.17 French Minister of Finance handed to me French text of document in question at 6 o’clock this evening. I am making English translation which Rueff will check with me tonight. I may not therefore cable text until Wednesday morning. Monick was at Ministry of Finance this evening. He will leave for London tomorrow with text for British which cannot be delivered before late Wednesday evening or Thursday morning. [Cochran.]
