451. My 448, September 28, 11 a.m., and previous telegrams. Townsend, who is sailing Saturday, called at the Chancery this morning [Page 513] to say that he thought the Embassy’s representations had had a beneficial effect. The currency situation had naturally made any decision impossible at the recent meeting of the International Rubber Committee, but he personally expected that the October 27 meeting would authorize a further release, probably by 5%, beginning January 1st. I gather he obtained this impression from Campbell.

Townsend said that he had had satisfactory conversations with his German colleague who felt that the German Government should likewise make representations on behalf of German consumers and he would urge this course on his Government.
