160. Your 480, November 24, 5 p.m. and subsequent telegrams concerning raw materials inquiry. We believe this inquiry could serve a useful purpose both in securing further recognition of the necessity of reviving international trade and in subjecting to careful scrutiny certain inadequate ideas concerning economic conditions. We are inclined to favor American participation on the distinct understanding that the Committee is to be one of technical inquiry and that there will be no direct discussion of European political problems. Please confer with Stoppani and cable whether you believe our understanding is fully justified.

As to the method of participation, we believe that the second or third methods indicated in the Resolution of October 10 offer a wider range of selection.
