478. Department’s telegram 146, November 23, noon. The Council in its session convening January 18 will appoint the entire membership of the Economic Committee, thus the reappointment of present incumbents is not automatic.

Stoppani states that provided he be concurrently informed that the individual concerned would accept, the American whose appointment is desired could be named to him as late as January 7. This is, however, the extreme date which would permit him to take necessary steps. Should a name or names merely be “suggested” to him, a much earlier date would be possible in order to ascertain willingness to accept, etc.

This is naturally a practical expression of the situation; I appreciate that technically the Department’s action is limited to suggestions.
