In introducing the report and resolutions of the Second Committee44 which were approved by the Assembly this afternoon in substantially the form reported in the Consulate’s telegrams 426, October 9, 8 p.m., and 425, October 9, 2 p.m.,45 Spinasse made a strong plea for the removal of the obstacles to trade.
