14. Your April 8, 11 a.m. Treaty referred to is presumably liquor treaty signed May 24, 1924. This treaty has no application to Reidun [Page 444] case since vessel came voluntarily into our jurisdiction and thereby the ship itself and those on board by their own act became subject to our laws. The seizure of the vessel and the indictment and arrest of the officers were normal result of their previous conduct. The full protection of the law and recourse to our courts is open to them if they wish to avail themselves thereof, and suit to recover vessel instituted at New York.
