The Ambassador in Mexico (Daniels) to the Secretary of State

Sir: With reference to the Embassy’s despatch No. 3146 of December 23, 193548 on the above mentioned subject, to previous correspondence regarding this matter, and to the Department’s strictly confidential instruction No. 973 of January 6, 1936,48 I have the honor to report to the Department that I had a conversation with Licenciado Eduardo Suárez, Minister of Hacienda, this morning. Licenciado Suárez informed me that he had a decree on his desk which provides that shipments of alcohol out of Mexico must carry a bond for the production of a landing certificate. He stated that the decree would be presented to the President on Monday, January 27, and would be promulgated in the Diario Oficial shortly thereafter. It is believed that this action will be of material assistance in curbing the exportation [Page 437] to the United States of illegal liquor shipments and will act as a deterrent in the use of Mexican territory for this purpose.
