The Ambassador in France (Bullitt) to the Secretary of State

1105. Department’s telegram No. 453, November 10 noon. Foreign Office states that it has never heard of the question of operating a distillery in St. Pierre but that when the discussion of the proposed [Page 434] decree and the resolution takes place between the various ministries it will see to it that some provision is taken to prevent such a thing.
Without regard to the exportation of French alcohol known as “trois-six” the Foreign Office states that if the resolution as now drafted is approved the importation of trois-six into St. Pierre will be prohibited since it is a “foreign alcohol.”
The Foreign Office has promised to inform the Embassy when the decree and the resolution come up for discussion.
