The Consul General at Antwerp (Wiley) to the Secretary of State

My May 19, 10 p.m.12 Following our representations to Maritime Commissioner of the Port Hillfern seized and formal inquiry ordered. Telegraphic instructions from Minister of Marine ordered release of ship and abandonment of inquiry. She is now at liberty to sail at any time. She is, however, berthed near customs to permit constant surveillance.
Meeus has informed customs that he believed he had found purchaser in Rotterdam for alcohol, that ship would probably clear therefor shortly and that ultimate destination of alcohol would be Switzerland. Prospective purchaser expected Antwerp Friday to inspect alcohol and close deal.
