231. Twice recently vernacular newspapers have published guarded references to an unspecified but allegedly important diplomatic project under consideration by the Government, the Asahi this morning stating that the matter will be submitted to the Privy Council for approval. The submission of the matter to the Privy Council suggests that an agreement which requires Imperial sanction is under consideration, and credence is given in well-informed circles in Tokyo to a report that the diplomatic project in question has to do with Germany and that it is being opposed by the liberal group in the Government.
