The Acting Secretary of State to the Ambassador in France (Straus)

507. From time to time suggestions have been made by persons in responsible positions, including members of Congress, with respect to permanent neutrality legislation. Among such suggestions are the following:

1.
Embargo on all export trade to belligerents.
2.
Embargo on the export of all war materials such as oil, steel, iron and copper.
3.
Embargo on all articles in the last mentioned category in excess of the normal volume of shipments.

Any comment you may possibly care to make regarding the desirability or effect of the enactment of any of these three proposals would be welcomed.
