104. For the Ambassador or Atherton. Davis’ 165, March 25, 10 p.m.⁶ In view of the departure of the American Delegates to the Naval Conference, you are hereby authorized to sign, at such time as may be determined, the procès-verbal designed to obtain further accessions to the rules of international law concerning submarine warfare to which the United States as well as the United Kingdom and Japan are now expressly committed under the London Naval Treaty of 1930.
