The Japanese Ambassador (Saito) to the Secretary of State
Sir: I have the honor, under instructions from my Government, to communicate to you the following:—
In response to the invocation of Article 21 of the London Naval Treaty of 1930 by the British Government to retain five subcategory (b) cruisers, namely the Cardiff, Ceres, Caledon, Calypso and Caradoc, the Government of Japan has decided to retain the Tsushima (3,120 tons), one of the subcategory (b) cruisers which are, under the Treaty above referred to, to be disposed of before the end of this year.
