Sir: I have the honor to quote below a communication (Conf. D.–Bureau–70) by the President of the Council of the League of Nations, dated December 23, 1936, entitled, “Conference for the Reduction and Limitation of Armaments. Bureau of the Conference.”

“By a resolution adopted on October 10th, 1936, the Council authorised its President, after consultation with his colleagues, to settle, as soon as circumstances permitted and in any case before the end of the year, the date of the meeting of the Bureau of the Conference for the Reduction and Limitation of Armaments and to instruct the Secretary-General to proceed with its convocation. In coming to this decision the Council took into consideration the resolution adopted the same day by the Assembly, in which the latter welcomed the action initiated by the French Government ‘with a view to the early convocation at the most opportune date’ of the Bureau of the Conference.

“The President of the Council has just consulted his colleagues in accordance with the above-mentioned resolution of October 10th.

“Having regard to all the considerations by which the Assembly and the Council were guided in October last, to the opinion expressed by the members of the Council during the recent consultations and more particularly to the suggestion made by one of them, and also bearing in mind the proximity of the next session of the Council, the President has thought it preferable to refer the question of the date of the meeting of the Bureau of the Conference to the Council itself in January. To this end the Secretary-General has been requested to take the necessary steps.”
