The Ambassador in France (Bullitt) to the Secretary of State

1304. Embassy’s 1211, December 8, 4 p.m.30 The Foreign Office now states that the British Government does not desire to ratify the Naval Treaty until after the conclusion of the discussions at present going on with the Germans regarding naval questions which will probably be after the middle of next month. In view of this and of the fact that the French Parliament has more than a full calendar because of the effort to pass the budget before the end of the year the French Government plans to ratify the Naval Treaty some time in January.
