609. Department’s 447, December 12, 3 p.m. Foreign Office confirmed again today its understanding that the French Government desires to be in a position to ratify if and when negotiations with Germany are concluded. However, both the French and British Governments are desirous of avoiding a lapse.
Ciano has informed Drummond it would be difficult for the Italian Government to sign the treaty until it has been ratified by the original signatories.
