406. Following from American Consul General at Shanghai.

“August 7, 4 p.m. Referring to the Legation’s telegram of noon today, Vice Consul Terasaki personally and informally requested suggestions as to the best manner to prevent August number of Vanity Fair being circulated in China. I informed him that I had no suggestions to make, that I always disliked for Americans to do anything to offend Japanese susceptibilities but in this case it would be necessary for me to endeavor to protect American interests though I would hear any suggestions he might have to make.”
