408. Legation’s 406. Following from American Consul General at Shanghai.

“August 8, 2 p.m. Referring to my telegram of August 7, 4 p.m. Japanese Vice Consul called today with the suggestion that I should write to the Chairman of the Municipal Council and request the police to suppress the copies of Vanity Fair that have been delivered and to prevent the sale of other copies. I informed Terasaki that I did not consider that this could be done and at the same time protect American interests.”
